Sorry to hear about it,
Panic won't help.here is somthing I can share if it help.
Ask ur friend to have report to law-enf-agency and get written report
Start recreating those thing, hope he would have copies of everything.
SSN no prob apply new
Passport apply for new here (his country embassy) using the L-E-A report.
INS doc use copy. and apply for duplicate if possible.
Edu certificates.......... someone can help in home country to duplicate.
make serious Effort to find , using Lost and found. if he get lucky he would get.

His very first step is to file a police report where he lost his documents. The police report must list down all the documents lost. Then use this police report to obtain new documents from respective authorities. For example, social sec card from SSA, drivers license from DMV, passport from consulate/embassy (of his home country), duplicate visa (if he had non-expired visa stamp on passport) from state department, and degree certificates from the univesity/college. Also, identity theft is very common nowadays. As he lost social sec card, he needs to check his credit report periodically. If he finds something suspecious, he need to report it to credit report agencies.
