Urgent: OPT/EAD waiting for more than 90 days

Hi,

I received my EAD receipt notice about 90 days ago. After 60 days, I received a notice of action to submit my I-20s (although I had already done this), but stating that preliminary processing had been completed. I promptly resubmitted.

My question is:
* Not that 90 days has passed since my original filing can I get an interim EAD? or did the clock reset?
* Any experience with how long the wait is after a request for information and preliminary processing has been completed.

Grateful for any experiences or insights...
 
I visited the UCSIS office today and it turns out that contrary to the information provided above, I was not eligible for an interim EAD. In fact, the clock restarted when I received the Request for Action notice. They also informed that I could request expedited processing although there are no guarantees that it will result in any action.
