URGENT...LCA for GC in Connecticut

Hi,
     Can anyone provide some info if any one of you or your friends applied for LCA (GC) in connecticut within last 6 months.
My employer said he filed my LCA for GC 6 months back but now saying Connecticut is NOT Processing any LCA for time being since they are in process of changing rules and not accepting any LCA\'s
