URGENT!!! Is this an RFE--->Update on Sep 10 case

After almost 4 months of frustrated wait today when i checked the online status , the message changed to the following

"
A notice of our intent to deny this case was mailed on December 11, 2002. If 14 days have passed and you have not received this notice, you may wish to verify or update your address. To update your address, please speak to an Immigration Information Officer during business hours."

I have 2 questions about this message

I have seen other messages ,should i interpret this as an RFE ?
If so then the typical RFE messages i have seen in this forum are "A request for further evidence has been mailed" .

Does this mean INS is denying my case ?

All Guru's can you please respond.

Did you get a RFE before?

This message means they have an intent to deny your case. Were you out of status anytime?
You can always send a reply accordingly. Search for those keywords in this forum.
 
No RFE

Thanks friends for the prompt replies.

There was no RFE till now.

I even got the EAD extension without hassles.

I have changed employers 1 yr after filing the I-485.

There have been occasions

when the original 140 was revoked but I think this might be a case where you were out of status or something like that. If that is the case, you may have to pay $1000 fine.
