Urgent: I751 Affidavits

Does the person writing the affidavits on your behalf needs to be US citizen or Permanent resident? I did not see any indications from reading the i751 instruction document. However, I have seen people posting informations that indicated it was the case. I have couple friends on H1 Visa that I want to use for providing this information to me.

that,s not buddy.i went thru the process and our friend who wrote the affidavide at that time was holding EAD.good luck

I was told that they must have legal status.
