Urgent : i-130 denied ... should i go for i-290b or start fresh

Hello all,
I field I-130 for my younger brother and sister last year.... however, last week i received I-130 denial notice. Denial notice state about letter they send me in Aug regarding further evidence which never made to me so.... sad why they don't improve USPS--- anyways,

Question, i called USCIS and they are saying that either i can start again with new application which will cost $355 + $355 = $710 or file I-290b which i think will cost $585.

Which way should we go, start again, pay more and lose 1 year or appeal and file i-290b, waiting for your valuable input. Appreciate in advance!
 
so that i understand, do i need to submit two i-290b for each application or one with suffice?

I hate to sent $585 + $585 for two application vs one?
 
They each had a separate I-130, so they will need two I-290B's if both were denied ... one for each.

Did you find out what the RFE was about? The Motion to Reopen will be useless if you don't include a response to whatever it was asking.
 
Thanks Jackolantern- RFE was regarding lack of evidence "establish relationship" with my other siblings... now i have the original birth certification and English translation so i think we are good now.. Question, USCIS mailed RFE back in Aug of this year, but was lost in the mail and i only received the denial notice.... can i write to USCIS regarding lost mail or i-290b is my only option at this time?
 
I-290B is your only option, but in the letter in support of it you can mention that the RFE never arrived in the mail.
