Urgent help with I-485, mad about USCIS

the congress office called me this morning that NSC said they have to complete my second pending I-140(EB1) before process my I-485 even my first approved I-140(NIW) was concurrently filed with this I-485 two years ago.

I have no words now, Is there USCIS policy that help me get out of my situation? I appreciate your help.
