Urgent: help for travel to Canada without maple card

Hi, I have a friend, for some reason, still didn't get the maple card. She is outside of Canada now, and just received a notice for picking up the card. Can she travel to Canada with the old immigration paper by driving a car? Does she have to apply for travel documents?

Is the IMM1000 the old landing paper? Can she rent a car from US with Canadian plate number? Thanks a lot
