Urgent Help - change of status from J2 to F1

Hi Gurus,

This is a question for a friend. His son was on J2 since himself was on J1 for over 5 years. Although, J2 was extended for another year, his son turned 21 this summer. Not realizing they had to immediately apply for F1, they sent the documents a month later.

Officer has denied the F1 application because of this delay, but application can move to MTR. Can they do anything besides MTR, appeal or reopen? what are the legal grounds for them to get the F1?

While that is true, but if I understood correctly, both J1 and J2 could change their status to F1. This specific problem has happened because of applying late (after J2 turned 21). Any thoughts here?
