Urgennt Help on DS - 230 Part 1

My Wife is a US citizen
She works for US Army
Currently Stationed in Soeul, South Korea
I am on a student visa in US and in US for past 3 years.

She filed my petition for GC at US Embassy Seoul and I got Packet 3 in email.
Instructions are in this link asktheconsul.org/pkt3ir

Its says "BIOGRAPHIC INFORMATION: Please complete, sign and mail or fax to IV the enclosed Biographic Data (DS-230 part 1, one for each family member) now, so that we can begin internal checks which take at least 2 weeks."

and other documents too are required, which I will be able to Submit only once I reach Korea.

So can I sent the DS - 230 right now, before travelling to Korea, so that they can begin their internal checks.

Please advice asap.

You should avoid sending the documents piecemeal. Whatever is required for the DS-230, send it all together. Sending partial information will set off a back-and-forth communication with them asking for the missing pieces, possibly delaying or complicating your case. And they'll probably suspend your case until they receive all required documents, so it doesn't help you to send partial information earlier.

but then why does the instructions read
