Upgrading I-130 for daughter over 21?

In 2004, my father, who was a Permanent Resident, filed an I-130 petition for me. I was 24 at the time.

The I-130 was approved that same year in 2004.

Now, I am waiting for a visa number at the NVC.

However, recently, my father was naturalized and became a US citizen.

So, we would like to upgrade my I-130 so that my priority date will move up from the 2B priority category to 1st priority category.

How do I go about doing that?

My other question is, once the NVC receives my upgrade request, will they notify me?
 
Actually it should happen automatically, but I'd send the letter to CIS/NVC that he's USC and wants to upgrade. At least we did it that way (we sent the letter to CIS).

Did you send the letter to the USCIS service center?
I am in the same boat but I am not sure how to notify USCIS. Please share any info you have.

Here is a letter I sent to NVC to upgrade. Make sure you attach a copy of petitioner's naturalization certificate.

(Receipt number LIN-XXXXX). The petition was approved and sent to the National Visa Center on May ##, 20## where it was assigned case number XXXXX. On June ##, 20## I became a United States Citizen and would like to upgrade my I-130 petition to that of unmarried child 21/older of citizen, 203 (a)(1) INA.
Please also update the address on this case to my new address at:

My daughters cases are still pending with USCIS. I was hoping you could tell me how to notify USCIS NOT NVC :)
