Hi:
In 1994 I, as a greencard holder, have applied for immigration visa for my daughter. When the petition was approved(March 1994), she was one month less than 21 years, so I guess it falls into Family 2A(or is it F2B?) category.
In July 2002, she received a letter from National Visa Center, Portsmouth, NH to ask her to complete "Choice of Agent and Address" form. On my advice, she did not care to reply to that letter. I have advised her like that because she was married by that time and I thought my original petition becomes null and void. It looks like I was mistaken because another change happened also at the same time i.e. I have become a US Citizen. Going through one of the posts, I now came to realize that I can ask the application to be upgraded.
My question is:
1)How to upgrade the original petition from Preference F2A to F3.
2)If so, will it be treated as though it was approved in 1994 itself
3)Has this to be initiated by my daughter(who is now married and is in India with her husband and 2 children) or by myself(living as a citizen in US).
I would greatly appreciate receiving replies from esteemed members of this forum.
