Updating DS 230 Part I for changes

My wife is currently in india and will accompany me to the USA after the CP interview. So in her DS 230 I form she has mentioned that she has never visited the USA. But, for some unforeseen reason (NVC delay, change in policy from aug 1, etc.), if the interview gets delayed by couple of months, will she be able to come to the USA and then send the updated DS 230 part I form with her visit information to the consulate?

She can visit US. And when you go to the interview she can
submit the updated DS 230 Part I with the then current information. ( or change it on the form available with the consulate ). There is no need to send this form before the interview.

My wife enquired with the chennai consulate over telephone. they said she cant visit USA on h4 if they had sent the DS230 forms already. Do you know anyone who had visited after submitting DS230 form stating that they have never visited USA.

I wonder why they said so? I do not personally know of any similar cases.
