Updated approval timeline

My case was recently adjudicated. The following are the relevant dates:

RD: 10/7/99
ND: 11/26/99
FP: 8/03
Approval Notice: 5/17/04 (no RFE asked)
Stamped: 5/28/04

I was told that it takes 9-12 months to get the actual card. I cannot figure out why. Any contrary experience out there?

My sense is that the INS (irrespective of whatever else they call themselves now) responds well to pressure arising from litigation. Any new theories and litigation ideas we can think of to deal with such an arbitrary and capricious agency?

actually, his RD is 10/7/99. not yet beyond 11-16-99 :(
 
that mean my RD is prior 11-16-99. i sent my application in the begening of Oct 99. the online status check shows my application was received on 12-06-99.
"Your I485 Application to Register Permanent Residence or to Adjust Status was received on December 6, 1999."
