Update on I-485 delay- Murthy's Bulletin

So Does this article imply that there is no freeze now at all. This doesnt make sense because processing times for NSC have not moved at all. They are still Aug 2001.
 
The article says:

"The INS has advised that the modifications to the computer system are nearly finished, enabling the needed background checks to be made at this time".


So does this mean that they are ready to approve cases again?

Any idea on when we'll be seeing approvals again?
 
I wish I had more information guys, what I could interpret from this is that the system upgrade is nearly complete and the wait has created a backlog and it may take some time to clear up this backlog.
