what they means by Recapture unused visas from 1992 to 2013; effective first FY from the date when this bill becomes law
 
They're probably referring to employment-based green cards which went unallocated from the 140,000 quota. In several years they approved thousands less than the 140K quota, even though there were more than enough pending applications to fill the 140K. The unallocated numbers don't roll over into the following year, so they got lost altogether until and unless Congress passes legislation to recapture them.
 
but they takes any unused visas from family category will flow to employment based category?
what about how is his visa approved, and is in NVC, is will stop
 
I don't understand your concern.

If they recapture unused visa numbers, they will add the unused numbers to the current quota, allowing more people to get green cards each year and the cutoff dates will move forward faster.
 
are you sure, but i think they will stop working on visa family< and start again from 1 oct 2014,
they will give familtt visas to the workers,
