They're probably referring to employment-based green cards which went unallocated from the 140,000 quota. In several years they approved thousands less than the 140K quota, even though there were more than enough pending applications to fill the 140K. The unallocated numbers don't roll over into the following year, so they got lost altogether until and unless Congress passes legislation to recapture them.

If they recapture unused visa numbers, they will add the unused numbers to the current quota, allowing more people to get green cards each year and the cutoff dates will move forward faster.
