Unsuccessful eAP at SF. Important question.

I tried to get eAP from SF. They didn't give me, but also told me an RFE has been generated for AP on March 18th. We never received any RFE. Online status still says the old message that AP application was received on Nov 3 and the same is being repeated by Customer Service Rep at NCSC.
Anybody had similar expereince?
