other opinion , my labor will be in bottom of philly , will it help if i change my labor to PERM (identical application) and retain PD (march 2004 EB2), or should i file new PERM

I have 1 question . When actually visa# gets assigned to the application. Once you apply for I485 or after your I485 have been approved. The reason I am asking you is that Texas is very slow center while Vermont is very fast. Every year there are 110000 visas alloted for employmnet based green card. Are these visa numbers divided into different INS centers or any center can use visa numbers?

Thanks,
