Hello,

I am a USC and I want to file I-130 for my sister who resides in Russia.
Our mom is living in US as a perm. resident, a green card holder. Shall me or our mom should file the I-130 application?
Also, if I would file, would it affect to my sister's visitor visa to US?

You should file for your sister's GC. This can take up to 10 years
and in theory your sisister can not get a visitor's visa (plus
F-1 via etc) anymore because her intent to immigrate.

If you file the I-130 application for her AND she already has a visitor visa, it won't affect her current visitor visa, but she will not get visitor visa again if visitor visa expires because filing I-130 is an intent to immigrate.

Note: it will take a long time for her to become a green card holder UNLESS she gets her own work visa to work in USA and get a green card sponsorship.

Normally it would be faster if her mother files it. But it depends on a number of factors, which in certain cases could make it faster (or much slower) if you file:

- Is your sister under 21?
- Is your sister married, or does your sister think she might get married in the next 7 or 8 years?
- Is your mother planning to become a US citizen within the next 7 or 8 years, and remain a US citizen living in the US until your sister's green card process is completed?
