Is this a means tested public benefit?
I think it is not, as it is provided by unemployment insurance funds paid into by employers and is not a welfare program for low income folks like foods stamps, tanf, etc.

Sadly, we are now in a position to need to answer this question. We have decent savings, avaliable credit, and one days job search has led to lots of calls from recruiters, but that extra $405 a week from NY would be very helpful!
