Unemployment compensation _lay off with H1B

No you are not eligible for unemployment compensation because you don't have unrestricted work authorization in the US. (H1b doesn't count.)
 
You should have received a return ticket to your home country. You are now out of status and need to return home unless you have obtained a new position.
