Unemployment benefits in VA

I've just applied for citizenship and was laid off recently. Am I eligible for unemployment benefits?

One of the questions is:

"I hereby certify, under penalty of perjury, that I am a citizen or national of the United States"

If I have a green card, can I answer "yes" to this?

No

But you can be still eligible for benefits if you have enough working credits.
 
Just realized that answering "No" asks for your Alien # and that makes sense. So, it is okay to go ahead and file it that way while I am waiting for my citizenship? Or, is it better not to do it for some reason? Also, can one file this even if you are currently within the window of validity of the severance package?
 
Claiming, and receiving, unemployment benefits does not effect your eligibility for citizenship.

Depends on the specific laws of your state. In most states, if the severance is given out periodically as if it were salary, you can't collect unemployment while you're still collecting severance.
