Understanding Processing Times

I have a question regarding the processing times. On the front page of this website, we see processing times for NSC/CSC/... and also National Processing times based on district office.

If two cases are submitted to NSC but are from different district offices (ex Omaha & Chicago) will they have the same or different priority in processing I140/485/765 etc?

Looking at the National Processing times schedule (http://www.immigration.com/processing-times/national.html) it looks to be different, but not clear!

...could anwer this. Eveyone, including several competent lawyers have not been able to (unless they don't want to say - if they know).

All speculation has failed. I would be more than happy to know if some one has CORRECT information regarding this. [I don't even mind paying for it - if it is proved to be correct].
