USC applied for his unmarried sons over 21. The visa number will not be given for few years due to the preference category. The sons are present in the United States. Can they apply for employment authorization while they are waiting for their visa numbers?
Not based on the fact that he filed a petition for them they can't. They can only apply for employment authorization based on USC parent filing for them when their petition is approved and when their priority date becomes current.
I think that there are a few visas that will allow you to work while being an immigrant here. One of them is a student visa. Tell them to speak to lawyers about different options if they really want to work. It would be hard for them though because they're already here.
