UK-Britan Tranist Visa Question

My in-laws came to visit us in Sepy 03. They came through
Colombo and London to the US.

They are getting ready to leave in the next month.
I was wondering whether they would need the UK's Transit Visa to travel back to India.


Is there any exemption for them, based on the fact they started the travel before the rules were in place.
