Ubeliverable? What does it mean?

What does it mean when they say something about the processing time like, "...You must give us 30 days from the aproval date...Because it make take that long before it is returned to us as undeliverable."

Why would it be undeliverable if i have one has been recieving notices and such from the NBC/DO?
