A green card is for an LPR, Legal Permanent Resident. If you go through all the requirements to get your wife a green card she would have to be living in the USA to get it and maintain her residence in the USA to Keep it. Also, you would have to move there first a set-up a domicile before she could even in.
There are variations on this theme, for example if you an employee of the US Govt. etc, etc. but what I stated above is true for most generic cases.

I don't believe so. Just file for I-130 at your nearest U.S. embassy that has a USCIS office.
AFAIK its no longer possible to file an I-130 at an embassy. You need to send it either to a service center (if you normally reside in the US) or to one of the overseas locations (if you reside abroad).
