my husban was issued a type R visa/class J1 issued date was april 26 2002 and expired aug. 15 2002.He went back before the expiration date.. It says here in the visa that "two year rule apply"what does it mean??can he still use this visa now if he want to come to U.S.?
Do you mean 2005 instead 2002? If yes, he can use his J-1 visa to enter USA if this is a multiple visa (letter 'M' on the visa sticker in the passport) and only for purposes of the J-1 program described in his form DS-2019 (or IAP-66). Other words he cannot use this visa for other purposes (business, visit you, pleasure etc.) About Two-Year Home Residence Requirement (Section 212(e) of the Immigration and Nationality Act) please read this forum.
