Two I-130 filled for one person?

Hi folks,

My husband (US citizen) is about to fill out the I-130 for me as the beneficiary. My mother (US citizen) has done the same for me (daughter of US citizen over 21) 1.5 years ago.
Question 16 in I-130 asks "has your relative ever been under immigration proceedings". I assume my mother's petition should be mentioned here or not since the case hasn't been proceeded yet??

That question refers to "removal/deportation" proceedings. Not to having another immigrant petition filed for you. So the answer would be No.
