ttsvisas site showing "Not Opened" for H1 & H4 for February & March for a long time

I have been checking the ttsvisas site for a long time to get my H1 stamped and get the H4 for my husband in March and everytime it shows Not Opened for the March in Delhi consulate. It is available till 10th Feb.

Does anybody has any idea when it'll open. Is it normal or has some rules changed for Delhi consulate. Please let me know if I need to get the dates from this site only
