TSC looking at PD or RD 6/99

If RD 6/99 how come I find people with RD 1/00, 2/00, 6/00 even 9/00 approval??
Any clue?

TSC reports RD/ND of I485 application, not PD. Also, TSC reports the processing
time as an average of RD/ND of pending cases, unlike most other SCs which
report processing time as the RD/ND of its oldest pending case.
