TSC and express mail

Doesn't TSC accept express mails??? I mailed my RFI yesterday and per USPS tracking, they were not able to deliver it at 11 AM!!! They will attemp it once again and send it back to me! Any ideas?
 
You were right. they accepted it today. I think it was a better idea to waive the signature though.
