TSC and CSC centers

I have observed today Texas and California processing centers are faster than Vermont. Some of the RD's, ND's, FP's, EAC#, Ap's are of the same characteristics as mine and even some are after me have been approved and interestingly approved long time ago.
My question is whether these approvals are just dependent on individual processing center OR does INS have any criteria of keeping pace with each other.
Is it also possible that these approval dates for various centers may have so much difference because of the way they work(INS Officers) or is it depending upon number of filers?
If it is on number of filers which is making this huge difference, then guess Vermont has the maximum load.
Also is there a choice in selecting the processing center? What I mean is that should a person choose a work place (if having a choice) in that particular center e,g TSC, if he can be approved in like 8-9 months (approx.) compared to VSC which is 14-16 months?
