Is it true that within the first 6 months a J1 visa (physician-in-training) can be changed to an H1, as either change of status in the US, or as a new visa from an embassy/consulate overseas?
 
My vote is for false. Do you have a source for this ?

The very second you put your foot past that immigration booth at the airport and you have acquired 'J1 status' as a physician for graduate medical education, you are stuck with your HRR. If you change to J1 status through a 'change of status' request, the moment of approval triggers the HRR.
 
I completely agree with you. I have also asked for a source/reference from the person who told me of this. If I hear anything, I'll be sure to post.
