trouble with fiance's b-2 visa: frankfurt consulate

Im a US soldier stationed in germany and am trying to help my fiance obtain a b-2 visitor visa for going to WA state. she first submitted her application in october 2008, but was told that due to a pending court decision of hers, a visa would not be issued. when i wanted to ask someone about it via email, the only response i got was a section from the immigration and nationality act stating that i was a "third party" and that they are forbidden to release information to me. which i can understand in a sense.

however, now that her court case has been solved and she has submitted the final court documents and police certificate (which is blank: her fine equaled out to 60 days if not paid. the only time something would show up is if it were 90 days or more, according to german law) as requested, the consulate has been acting very strange. Now instead of getting letters from the person who she was originally working with, she has been getting phone calls from other consulate employees who have refused to give their names. they have told her that in order for her case to be further reviewed, now they need my leave (vacation) form and a copy of my orders stating where im stationed at.

My main concern is this: It does not make sense to me why the consulate would need my leave form. First of all, in order to get a leave request form approved, i must first purchase tickets and have an itinerary to accompany the leave form in order for my commander to sign off on it. that would mean buying hers and my tickets before she even gets approved for a visa, which ive learned during christmas time at our first attempt to be a waste of several hundred dollars.
Secondly, during our attempt to obtain a visa for her to come with me to WA for the holiday seasons, they referred to me as a "third party" when i tried to contact them and better understand what all was needed. now these people who refuse to give their names say that information from me, the alleged "third party", is required to further review her case. nobody answers their phones when i try to call and contact with the original employee that we were working through to begin with has suddenly ended.

does ANYBODY have a clue whats going on? or what steps should be made to try and get this all taken care of?
