Tricky H1B transfer.

I am with campnay A on H1B and want to change to company B. If company A sends a cancellation before B files for transfer then what will happen.

Will my H1B be cancelled or the INS waits for 1 month to cancel so that in the meantime if transfer request comes then a transfer will be honoured?
