travelling while h1b amendment filed

I have a h1b location change amendment filed and i am leaving the country to get married.
1. can i reenter the country when the amendment is on(i heard it takes 120 days for the amendment).
2. can i get h4 stamping done for my spouse based on my h1 and can he/she enter the country.

Please advise.
