So lets say if I need a transit while going to India and coming back to US, Do i need to get separate transit visas for both directions with separate fees? Or is it just 1 application that supports both ways by 1 time of fee?

You dont need any transit visa if travelling through Paris. I have gone through Paris many times on AP. I have just returned yesterday.
There is also a notice at French Embassy in Delhi clearly indicating no need of transit visa for Indian nationals
