Traveling to US Virgin island w/Single entry B visa?

Hello,
I wanted to send my parents to Mexico as a gift but my dad got single entry visitor visa to US.
Can I buy them trip to US Virgin Islands? Will my dad have problem getting back to the US? Is there immigration post for flights arriving directly fromUS Virgin ISlands?
