Travel with RTD : Certificate from the IRS?

Quoting from Page 23 of the RTD

("No alien shall depart from the US unless he first procures from the Secretary or his delegate a certificate that he has complied with all the obligations imposed upon him by the income tax laws"

It is suggested that you call at or communicate with your local office of the District Director of the IRS for information concerning such a certificate. This should be done within 30 days of the date of your proposed departure from the US.)

What should I bring?- My tax return? . Is that sufficent? . Any feedback would be appreciated.

Just go to the closest IRS office with your ss card and they will give you the certificate that you need,

My personal experience is that nobody will ever ask for that paper.

You need to go to IRS office and obtain a certificate just in case.With my experience nobody has ever asked me for it.

For your experience, who long does it take for the IRS to produce this certificate? - Can it be done in a day?
