Travel with Green Card -- visa now needed?

Hi, I'm not sure if I understand what this article means exactly. Could someone please shed some light on this?

"Resident visas now must be renewed outside U.S."

What's a resident visa? Is this the same as a green card? Are there new regulations that will impact green-card holders in terms of travel?

It pertains to only H / L category which early could be revalidated in the US.

It's such a poorly written article -- I don't know why they mention "resident visas" and "green cards." Good to hear that it applies only to the H/L classifications. Can anyone else confirm?
