Travel to USA from Germany during COVID-19

My husband is working on a H1-B visa in USA while I am currently in Germany. We have been married for 2 years.
I wish to travel to USA to visit my husband for a couple of weeks. I have only a B1/B2 visa.

USA has banned travelers from Europe with some exceptions. One condition states:
Spouses of lawful residents of USA holding a long term visa are exempt from the restriction.

Does this mean I can travel to USA on B1/B2 without a problem? or Does the above exception apply only for H4 holders?

Can you link where you saw that exception? I’ve never seen it mentioned. Are you perhaps confusing it with the exception for spouses of lawful permanent residents? (These are green card holders, not visa holders.)

Yes, I was referring to the same document.
If it covers only the green card holders, the exemptions do not apply to me then.
