Travel to India when I-140 submitted

I am planning to send my I-140 application EB1 in March 2006.

I intend to travel to India this summer and will need H-1 visa stamped to re-enter ( i was on F-1 until recently)

Two questions:

1. Can i travel when i have submitted I-140? I dont think i will be sending I-485 along with I-140.

2. Is it a disadvantage when applying for H-1 visa when you say that your green card is in Application?

Yes you can travel and enter US on H1B. if you are from retro country, you can not file 485 now.
2. No H1B has dual intension.
