Travel to Canada while visiting USA

Hi

My mom-in-law is visiting us from India on a 10 year multiple entry visa.(Second trip in 2 years) We are planning to go for a short trip to Canada and were not sure if
a) she can apply for a Canadian visitors visa in the US ?
and
b) Is it a problem re-entering US after a couple of days in Canada ?

Any help is appreciated.
 
We will be travelling by road to Canada. Last time I did that my I-94 card was not taken and a new one was not issued. I am not sure if my mother-in-law will get a new I-94 card or does she retain the original one ?

I just visited Canada with my mom by road. I went to Washington DC to get her Canadian visa. They issued me for three days as per my request. While coming back the USA officer just checked her passport, did not stamp anything, just looked into and returned us.
