I believe the elimination of I-551 has nothing to do with travelling,I think they`re now placing an order for the actual card when a person goes for stamping.That is why BCIS posted on their website informing those who were granted PR to contact BCIS if 60 have past and they have not got their first PR cards.

i wonder why this applies only to your first card and not a I-90 (renewal , lost .. etc)
