Travel during Practical Training (OPT) period

Hi,
My sister just completed her M.S and she is currently on her Practical Training period (OPT) and she is thinking of visiting to India.
How safe is it to travel on OPT. I mean did anybody come across any issues/problems getting back into the county.
Some people mentioned to me that due to the down economy it could be possible that since she is on an F-1 visa and already completed her studies, even though legally she could stay in US since her OPT is valid but it is upto the descretion of the Immigration Officer.
Did anyone come across a situation like this

I have actually travelled in a down economy (the previous recession about 10 years ago) on practical training and did not have any problems with it. I am not sure what it is like now but I would venture to say that the laws in that regard has not changed that much.
