Travel document

I am really stuck. I applied to the INS-Lincoln, NE, for a travel document on Sept 2, 2004. Until now, i recieve a letter from the INS or an email, saying I have to wait. or this is how they answered last time:

" Dear Mr Z:

On 12/16/2005 you, or the designated representative shown below, contacted us about your case. Some of the key information given to us at that time was the following:...............

The status of this service request is:

Based on your request we researched the status of this case. We are actively processing this case. However, we have to perform additional review on this case and this has caused a longer processing time. If you do not receive a decision or other notice of action from us within 6 months of this letter, please call customer service at the number provided below.

If you have any further questions, please call the National Customer Service Center at 1-800-375-5283 "

Can any one here help me talk to these people. I am out of choices. Why my application is stuck and how can i fix the problem, no one has yet helped me. the 1-800 number is nearly useless. How much do I have to wait. Do I have to go to Nebraska and reside near their door until i go through.
How can I solve the issue.
 
I am also in the same boat as you I have been waiting for a year for my travel document and my I-94. All they say that they are doing background checks and until they are not completed they will not issue anything.

I am thinking of getting a lawyer.
