Translations for documents in foreign language - Advice needed!

In my case for birth certificate - does the english translation need to be from a recognized authority eg. magistrate or notary public etc. Specifically does the translation need to be made by an authority in the country where CP interview will be held?

Or can anyone fluent in the language, residing here in the United States translate the document for me?

If a lay person fluent in the language of the document CAN make an english translation that I can use in the CP interview, is there a specific statement that he has to sign stating that he is fluent in the language and has made an accurate english translation??

Can someone describe how they went about translating their documents into english for use in CP interview. What did the person who did the translation have to state with his signature (i.e. pertaining to his fluency in the language and accuracy of translation).

Translation ......

The translation should be from an official authority and must be notorized. Although I did not come across this situation, but I believe The translation should be done by an official authority.
