Transit Visa Requirements After Passport Stamping

Which countries allow Indian citizens to pass through without a transit visa? My passport has been stamped with the I-551 stamp but I haven't yet received the physical card. In such a situation which countries would not require a transit visa. I know Germany, U.K, France require. Does anyone know about Netherlands or Kuwait?

Netherland does not need visa . Kuwait - I donot think they need . But the fact that they stop at London or Paris for refueling will make you pay for the transit visa .
