As per the email communication with France Consulate, NY, All travelers with Permanent Resident Stamp on their passport and without the actual Green Card need to take Transit Visa. I just want to share this Info. Anybody has any comments or recent travel experience to India via Paris.

No it is not a visa. It is a I-551 stamp. She must have an Airport
Transit Visa to transit through any French airport.
